This study aims to analyze the implementation of the algorithm-based Electronic Traffic Law Enforcement (ETLE) system in traffic law enforcement and to examine its juridical and technical obstacles from the perspective of legal certainty. The study employs an empirical juridical method with a descriptive-analytical specification. Primary data were obtained through interviews with parties involved in ETLE implementation within the jurisdiction of the Cirebon City Resort Police, while secondary data were collected from legislation, books, journal articles, and relevant legal literature. The data were analyzed qualitatively by comparing applicable legal provisions with empirical implementation. The findings show that ETLE in Cirebon City has utilized digital technology through a mobile application to document violations, upload photographs, scan vehicle data, and issue traffic tickets based on vehicle information recorded in the system. However, its implementation has not been optimal because camera-based enforcement has not been fully implemented at several road points. The main obstacles include technological infrastructure limitations, the need for clear verification procedures, vehicle-data validity, identification of the legally responsible subject, and confirmation and clarification mechanisms. The study found no data establishing the number of identification errors or public objections. Therefore, strengthening infrastructure, officer verification, data validity, and legal protection is necessary to ensure legal certainty in ETLE implementation.
